
Public Hearing Notice & Public Comment Period: HOME Investment Partnership American Rescue Plan (HOME-ARP) funds

The U.S. Department of Housing and Urban Development (HUD) requires that states receiving certain HUD funds prepare an Allocation Plan for the receipt of HOME Investment Partnership American Rescue Plan (HOME-ARP) funds. The Delaware State Housing Authority (DSHA) is amending its HOME-ARP Allocation Plan.
A virtual public hearing will be held for the purpose of obtaining public comment on August 20, 2025. A draft of the Substantial Amendment, which includes the HOME-ARP Allocation Plan, will be available for written public comment beginning August 20, 2025, through September 19, 2025. The draft HOME-ARP Substantial Amendment will be available for viewing at www.destatehousing.com.
DSHA’s original HOME-ARP Allocation Plan details the funding strategy for the allocation in the amount of $5,322,495. Due to an additional HUD allocation of $71,490, this substantial amendment to the Plan is designed to explain how DSHA plans to include estimated funding strategy changes to the HOME-ARP Program.
These funds are governed by HUD CPD Notice 21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program issued September 13, 2021.
Oral or written comments will be accepted during the public hearing. Written comments may also be emailed to Sydney Eihinger, at [email protected]. To be considered, all comments must be received by DSHA no later than September 19, 2025, at 4:00 P.M.
