The Director’s Office oversees the direction and vision of DSHA. Created in 1968, DSHA was elevated to Cabinet-level status in the Executive Department of State Government in 1998.

Administration is responsible for DSHA’s AP/AR/GL accounting, financial management, audits, admin compliance, budgets, retirement funding and tracking, human resources, payroll, benefits, employee relations, events, facilities management and upkeep, contracts, procurement, reporting, data processing, and the technology needs of the agency.

Housing Development

Director of Housing Development

The Development section oversees the acquisition and rehabilitation of affordable rental and for-sale housing developments, development lending and financing, challenge grants, compliance monitoring for all federal programs and the LIHTC program, Section 8 Contract Administration (PBCA), and State Housing Code enforcement.

Housing Finance

Director of Housing Finance

The Housing Finance section manages downpayment assistance programs and foreclosure prevention programs, and issuance of single family and multi-family mortgage revenue bonds.

Housing Management

Director of Housing Management

The Housing Management Division manages DSHA’s public housing sites. It also administers the Housing Choice Voucher Program (formerly Section 8) and the Moving To Work Program.

Policy & Planning


Director of Policy & Planning

The Policy & Planning staff works with legislative issues, including information concerning federal, state and local legislation affecting the affordable housing industry, as well as compiles housing data, research, and strategic planning.

Public Relations

Director of Public Relations

This division is the liaison for media, constituents and the community. This section also produces the Annual Report, Housing Services Directory, marketing material, brochures, and agency presentations and attends community events.
