Every five years, DSHA submits a Consolidated Plan to the federal Department of Housing and Urban Development (HUD) to describe strategies for the investment of HUD Community Development Programs funds, including the Community Development Block Grant (CDBG), HOME Investment Partnerships, Housing Opportunities for People with AIDS (HOPWA) and Emergency Solutions Grants (ESG) programs. On an annual basis, an Action Plan provides further detail and annual Consolidated Performance Evaluation Reports (CAPERs) are submitted.


Includes the following:

  • Final Consolidated Plan and FY20 Action Plan
  • Substantial Amendment to FY2015-2019 Consolidated Plan and FY2019 Annual Action Plan to incorporate CARES Act funding, and updated Citizen Participation Plan to allow for virtual public hearings.
