Housing Stability Program begins final stages of funding

The Delaware State Housing Authority (DSHA) announced today that the Housing Stability Program (HSP), which has provided temporary emergency rental assistance to eligible Delawareans facing court-scheduled eviction, will end by May 30.

HSP was launched in August 2024 with a commitment to provide $5 million in housing stability assistance. That goal has been exceeded, and nearly $7.1 million has been dispersed to 1,419 Delaware households.

For those recipients who were eligible, HSP helped prevent imminent evictions and provided up to $1,800 per month for up to three months in financial assistance for rental arrears, late fees, and security deposits.

As the program approaches its final stages, the application portal will be closed within the next 30 days. DSHA will continue to fund eligible applications on a first-come, first-served basis until all remaining funds have been disbursed. Individuals in need of support are encouraged to submit their applications as soon as possible, as funding is limited and demand remains high.

“The Housing Stability Program provided vital financial assistance to those facing eviction. We appreciate our community partners, who were instrumental in making this program a success and who connected Delaware families so they could maintain housing stability,” said DSHA Director Matthew Heckles. “We know that affordable housing is a crisis in Delaware and we are committed to finding sustainable solutions that address housing supply and rising costs, both for those renting and owning a home.”

The HSP grants were funded through Emergency Rental Assistance Program (ERA), which the U.S. Department of the Treasury distributed to Delaware in December 2020 and March 2021. The continuation of HSP has been subject to funding availability from August 1, 2024, through or before September 30, 2025. With the federal funding expiring, the program now will end sooner.
