Housing Delaware partners with Delaware’s cities and towns on voluntary pilot programs — helping municipalities modernize zoning and land use codes and prepare for post-disaster housing recovery.

Technical assistance for zoning & land use reform

Senate Joint Resolution 8 (SJR 8) directs Housing Delaware to create a pilot program to support local zoning reform efforts. The program will provide technical assistance to interested municipalities to modernize their zoning and land use codes, with the goals of encouraging a greater variety of housing types, promoting compact, mixed-use development, and addressing housing affordability challenges.

Participation in the pilot is entirely voluntary, and municipalities will be able to select the zoning and land use reforms that they are interested in pursuing from the menu of options. The technical assistance provider will work directly with each municipality to assist in the development and implementation of the selected reforms.

Disaster Housing Preparedness Pilot Program

In partnership with the University of Delaware’s Institute for Public Administration (IPA), Housing Delaware will launch a technical assistance pilot program to support a cohort of three municipalities in adopting pre-disaster actions to streamline their housing recovery process.

This pilot program is based on recommendations within Delaware’s Disaster Housing Strategy and will provide municipalities with a categorized menu of preparedness options to enhance recovery efficiency. The program is intended to build post-disaster housing recovery capacities and capabilities and to create replicable best practices that inform future statewide initiatives and strategies.
