How the Delaware State Housing Authority is organized — five departments and over 150 employees working together to deliver affordable housing across the First State.

The Delaware State Housing Authority is made up of five departments, each led by a member of the agency’s leadership team. Together they carry out DSHA’s mission — from building and financing affordable housing to managing public housing sites and running the agency day to day.

Director’s Office

Matthew Heckles · Director

The Director’s Office oversees the direction and vision of DSHA. Created in 1968, DSHA was elevated to Cabinet-level status in the Executive Department of State Government in 1998.

Public Housing Authority

The Public Housing Authority (PHA) includes DSHA’s Public Housing Sites and its subsidized rental housing programs.

The PHA includes the following divisions:

  • State Rental Assistance Program (SRAP)

  • Moving-to-Work (MTW) Support Services
