Neighborhood Revitalization Fund (NRF)
The goal of this program is to help entire communities restore their homes to State Housing Code standards. Neighborhoods and communities apply to receive a set aside of funds that their home owners can access in the form of low-interest loans. Home owners residing in approved neighborhoods can access deferred low-interest rate loans of up to $35,000; landlords can borrow up to $25,000.

Availability of Funds
New NRF funding is currently unavailable. Please contact the DSHA Contact Person below with your information if you want to be notified when new NRF funding becomes available.
Borrower Qualifications
To qualify as a community, communities must have properties in need of State Housing Code-related repairs or require handicap-accessible modifications. (Community groups, or an organization acting on behalf of a community, may apply for Neighborhood Revitalization Funding.)
To qualify as a homeowner, the homeowner's current household income cannot exceed:

- Home owners may apply for Neighborhood Revitalization Funds and be in a community that was awarded Neighborhood Revitalization Funds.
To qualify as an investor or landlord, the income of a tenant (living in an investor- or landlord-owned property) cannot exceed:

Notes
- These are at 115% or less of median income.
- Landlords renting to low-income Delaware families may apply for Neighborhood Revitalization Funds. Properties must be in need of rehabilitation.
- Applicants must first qualify under the Housing Rehabilitation Loan Program (HRLP).
Loan Terms
- Approved communities must have a comprehensive revitalization plan.
- Home owners, whose property is in an approved community, may borrow up to $35,000 per unit at an interest rate of 3% for State Housing Code-related repairs and handicap-accessible modifications. Some home owners may qualify for loans with principal and interest repayment deferred until transfer or sale of property.
- Landlords, whose property is in an approved community, may borrow up to $25,000 per unit at an interest rate of 3%.
