Housing Rehabilitation Loan Program (HRLP)

This program offers loans of up to $35,000 at 3% interest rates to low- and moderate-income home owners and landlords who rent to low-income tenants in order to make necessary State Housing Code repairs or handicapped- accessibility modifications.

How To Apply

  1. Make sure you (the borrower) meet all borrower requirements.
  2. Ensure the property you want to moderately rehabilitate meets all requirements.
  3. Understand the loan terms and related details.
  4. Contact the DSHA Contact Person to learn more.

Borrower Qualifications
To qualify as a homeowner, the homeowner's current household income cannot exceed:

Notes

  1. Loans are made to low- and moderate-income home owners and landlords who are willing and able to repay the 3% loan.
  2. The financial assistance is used to moderately rehabilitate existing properties to comply with the State Housing Code or to make a property handicap-accessible.

Property Qualifications
Properties must be in need of State Housing Code-related repairs or be in need of handicap-accessible modifications.


Loan Terms

  1. Loans to landlords are up to a maximum amount of $25,000 per unit at a 3% interest rate for a maximum 15 year term.
  2. Loans up to a maximum of $35,000 per unit for owner-occupants are made at a 3% interest rate for a maximum 15 year term.
