2020 Statewide Analysis of Impediments to Fair Housing Choice
A Consortium was established in 2017 to conduct a Statewide Analysis of Impediments (AI) to Fair Housing Choice and consists of all jurisdictions that receive federal housing funds directly from the U.S. Department of Housing and Urban Development (HUD), as well as public housing authorities operating in those jurisdictions.

This AI examines structural barriers to fair housing choice and access to opportunity for members of historically marginalized groups protected from discrimination by the federal Fair Housing Act (FHA). The AI provides a planning process for the Consortium, individually and/or collaboratively, to take meaningful actions to overcome historic patterns of segregation, promote fair housing choice, and foster inclusive communities.
2011 Analysis of Impediments to Fair Housing Choice
The State of Delaware, the cities of Wilmington and Dover, and New Castle County, have collaborated to prepare an AI. which includes a list of impediments (or barriers) to fair housing choice for members of the protected classes, as well as specific plans consisting of strategic actions to be taken to eliminate housing discrimination across Delaware.
