2019 Analysis of Impediments to Fair Housing Choice
A Consortium was established in 2017 to conduct a Statewide Analysis of Impediments (AI) to Fair Housing Choice and consists of all jurisdictions that receive federal housing funds directly from the U.S. Department of Housing and Urban Development (HUD), as well as public housing authorities operating in those jurisdictions.

he AI is an examination of structural barriers to fair housing choice and access to opportunity for members of historically marginalized groups protected from discrimination by the federal Fair Housing Act (FHA). The AI proposes goals to overcome fair housing issues and meaningful strategies that can be implemented to achieve progress towards each Consortium member's obligation to affirmatively furthering fair housing.
The Consortium engaged the Lawyers' Committee for Civil Rights Under Law and Poverty and Race Research Action Council, and HUD provided Technical Assistance to assist in preparing the draft AI. The goals and priorities were determined with significant input from a wide range of stakeholders during the initial community participation process.

2011 Analysis of Impediments to Fair Housing Choice
The State of Delaware, the cities of Wilmington and Dover, and New Castle County, have collaborated to prepare an AI. which includes a list of impediments (or barriers) to fair housing choice for members of the protected classes, as well as specific plans consisting of strategic actions to be taken to eliminate housing discrimination across Delaware.
