About Us

My name is Cynthia Karnai, and I am honored to serve as the new Director of the Delaware State Housing Authority (DSHA). Since starting with DSHA in 2005, I have been proud to work with a diverse group of housing experts and enthusiasts who offer their best to deliver and assist others in providing quality, affordable housing opportunities and appropriate supportive services to low- and moderate-income Delawareans.

DSHA, especially in the past few years, is no stranger to a transition such as this; however, we remain relentless in our efforts to address housing in our state. Setting goals and objectives is essential for our success during this time. I’ve outlined a few high-level priorities to share:

• Launching Creative Housing Solutions by identifying best practices and creating new homeownership, rental, and development programs or products to meet the needs and moment.
• Investing in our staff through our growing Leadership Development Initiative and more to attract, retain, and develop our housing expertise.
• Increasing Effectiveness by identifying and optimizing technology, measuring successes, and increasing communication to deliver the best housing resources.
• Collaborating Internally and with Partners by developing products and a network of housing resources and opportunities, particularly to increase access for those who may be least served.
